In July 2016, the Council of Mayors (SEQ) (CoMSEQ) proposed a People Mass Movement Study (PMMS) to bring together a myriad of local, state and national transport studies impacting South East Queensland (SEQ) into a single strategic road map and action plan. This PMMS (the Study) has been led by Lagardère Sports Australia Pty. Ltd., who were appointed by Council of Mayors (SEQ) in August 2017, and subsequently sub-contracted SMEC to deliver the transport technical analysis and modelling within the scope.
The Study commenced in September 2017 wherebythe numerous Government and Council strategic plans, transport strategies and infrastructure plans were reviewed to identify common objectives and strategies that were synthesised into a shared strategic vision for transport across SEQ.
Based on the shared strategic vision, the Study has analysed the planned road and transport projects proposed across the region as identified within the various plans. The Study has also identified additional strategic projects that meet the key vision criteria, against the mobility demand projections within a 25 year horizon to identify the priority strategic projects that will best serve the SEQ strategic transport vision.
The aspiration is to deliver world class regional connectivity, which will “spark” development opportunities and facilitate close collaboration between Local, State and Federal Governments.
The outcomes of the study have been consolidated in the form of a Strategic Transport Road Map (Road Map) – this Report.
In order to interrogate the above aspiration, this Report has focused on defining a Strategic Transport Road Map for the next 25 year period that will support the goals of ShapingSEQ. The Road Map distinguishes two periods:
- The first 15 years (2016 – 2031)
- The subsequent 10-year period 2032 – 2041.
The Road Map has taken into full consideration the existing strategies of each of the CoMSEQ Local Government Areas (LGAs) and any relevant supporting strategic transport plans developed by the larger LGAs of SEQ. Similarly, the Road Map has considered all existing State Government transport plans and strategies.
The Study deliverables include developing a Vision and Strategy for SEQ Transport in the 2031 and 2041 time horizons. Appropriate transport infrastructure elements and policies are then defined to achieve this Vision and Strategy. Therefore, the transport infrastructure and systems already specified in the existing relevant plans have been supplemented with new transport initiatives intended to strengthen both local and regional transport connectivity. Strategic analysis and modelling has also been conducted to support, with an appropriate evidence base, the recommended transport outcomes.
The objectives of this Report are:
- agree an overall Transport Vision and Strategy for SEQ with key stakeholder groups (including CoMSEQ and relevant State Government Departments such as the Department of Transport and Main Roads (TMR))
- develop a series of recommended transport infrastructure priorities and policies for 2031 and 2041 that will support the agreed Vision and Strategy
- undertake strategic level assessments and analyses to confirm the priorities and policies (including the possible influence of transformative technologies and policies)
- prepare a Strategic Transport Road Map that can be agreed between key stakeholder groups.
- the Study included focussed consultation with key stakeholders, which was undertaken at both the start, to help inform the Vision and Strategy, and towards the end in order to agree on the infrastructure and system priorities and plans.
